Rail Conformity Assessment Body
The Regulatory framework for rail systems in Europe aims to reduce risks in rail transport create an efficient and competitive rail network
Design, construction, safe integration and commissioning of rail systems require integrated compliance and risk-based approaches to address regulatory demands and safety risks. This continues to be essential during operation and maintenance. For this purpose the EU has introduced 4 legislative packages between 2001 and 2016. The key components are the Railway Interoperability and Safety Directives which establish the common regulatory framework for railway interoperability and safety. They are supported by the Technical Specifications for Interoperability (TSIs), Common Safety Methods (CSMs), and European Standards (EN).
DNV is accredited by ENAC in Spain for the following services:
- Notified Body (NoBo) to the Directive 2016/797/EU on railway interoperability based on an accreditation to ISO 17065 including the added requirements from the European Union Agency for Railways (ERA). The NoBo scope as defined in the Directive covers Technical Specifications (TSI) for Rolling Stock and Control, Command and Signalling (CCS).
- Designated Body (DeBo) to the Spanish National Technical Rules for interoperability based on an accreditation to ISO 17065. The DeBo scope is the same as the NoBo scope.
- Assessment Body (AsBo) to the Regulation 2013/402/EU and 2015/1136/EU for evaluation of safety risks interoperability based on an accreditation to ISO 17020.
- ISA (Independent Safety Assessor) for safety assessment to EN 50126-1 and -2, EN 50128 and EN 50129 based on an accreditation to ISO 17020.
These services are collectively referred to as Rail Conformity Assessment Body (RCAB) services. The RCAB services helps to reduce risk and uncertainty for rail assets by providing certification services for the railway subsystems and enabling safe integration. Depending on the conformity assessment module, DNV will as a NoBo/DeBo verify and certify subsystems and constituents by Design Review, Type/Serial tests, Inspection of the Products and/or QMS audits.
The Safety assessment services under the AsBo/ISA scope includes an assessment of the Risk Management and Risk Evaluation for applications and products with safety functions focused on the critical aspects of putting into service, modifications and integration of constituents and subsystems into integrated systems.
