Recognizing the central role of risk description and comparison in the PSA regulations, this document aims to provide a standardised method for risk description and comparison that can support robust decisions related to safety.
By ‘standardised method’, it is meant that the method can be universally applied across the industry to facilitate risk communication among various stakeholders. Standardisation of risk description and comparison can help ensure that all relevant aspects of the risk picture are considered, thereby enabling effective safety demonstration.
By ‘supporting robust decisions’, it is meant that the decision basis is resilient to uncertainties, including deviations from assumptions due to knowledge gaps. A robust decision basis should reflect all the relevant implications a solution may have on the risk picture and compliance with regulations, including challenges and benefits.
