How do I design, implement, and market programs and services to help the disadvantaged communities? DNV helps clients design and implement more equitable programs and services that better serve disadvantaged and historically marginalized communities. These solutions help to develop a roadmap:
DNV’s ADAPTIVE 4 Equity Framework
DNV’s ADAPTIVE 4 Equity Framework has been applied in several large-scale energy, transportation, water and climate justice and equity projects resulting in strong return on investment, program uptake, community support, and successful environmental clearance and permitting. Its development is based on lived experience, research, and practical application to large capital projects over the past decade. As a highlight, one of such projects is recognized for excellence in advancing diversity and social change by the American Planning Association in 2023. Foundational to the Framework are four pillars and eight principles of equitable and inclusive engagement, bolstered by a strategy toolkit.

- Engage customers in the face of apathy or perceived conflict
- Learn strategy and metrics to tackle unique energy equity challenges (e.g., Justice 40)
- Mitigate regulatory, reputational, and non-technical risks
- Evaluate engagement for equity and return on investment
One of the core strategies of ADAPTIVE 4 Equity is Community Benefits Planning, as mandated by the Justice 40 initiative and under the National Environmental Protection Act (NEPA) rubric.
Workforce Development Consulting
In this collaborative process, DNV works with program implementers and utilities to ensure that energy efficiency and renewable energy programs are generating local jobs, with a focus on training employees in the clean energy workforce who are new to the industry or belong to an underrepresented group. This process will help utilities comply with Justice40 and related state statutes that require a certain percentage of new jobs for minorities and people in traditionally disadvantaged groups. As part of this service, DNV will interface with community stakeholders and leaders, identify training pathways based on skills needed, build curricula for training programs, identify sources for industry mentors, and develop mentor, trainee, and program feedback loops.

Electrified Vehicle (EV) Adoption Forecasting
DNV offers a full suite of consulting services around electrified transportation that include equity proponents through customer identification/location, roadmapping, and fleet and public transit electrification.
