PSC - The CIC 2024 questionnaire is now available, plus update on other campaigns

The Paris and Tokyo MoUs’ joint Concentrated Inspection Campaign (CIC) on Crew Wages and Seafarer Employment Agreements (SEA) under MLC will start on 1 September. The CIC questionnaire is now available. This PSC news is a follow-up of our newsletter 17/2024 from July 2024. Updates on other and running PSC campaigns around the world are also included.

1. Paris MoU and Tokyo MoU CIC on Crew Wages and SEAs under MLC

On 1 August 2024, the Tokyo and Paris MoUs published the questionnaire for this year’s CIC. As far as DNV is aware, nearly all other MOUs, except the US Coast Guard, will join this CIC. 

The CIC will be included in the routine PSC inspections in the period from 1 September until 30 November 2024.

The questionnaire contains 10 questions (see Appendix in pdf version). The question related to financial security (Q10a/b) is divided into two parts: one for death or long-term disability and the other for repatriation. Every question, except question 3, can be considered as ground for detention. 

The CIC focuses on compliance of owners’ responsibility to ensure basic rights of seafarers on board the ship under the Maritime Labour Convention (MLC). In accordance with the MLC requirements, it is imperative that crew members are consistently provided accurate information and contracts.

Should there be any uncertainties, the attending PSC Officer is authorized to broaden the scope of inspection to include additional crew-related issues under the MLC, including the documentation of rest and work hours. 

Given the direct correlation between the MLC requirements and the company’s safety management system (SMS), any deficiencies in compliance related to this CIC may also lead to an ISM-related deficiency as a supplementary ground for
detention.

2. Other PSC inspection campaigns

  • For the still-ongoing campaigns in China and the USA, please refer to our news from 28 May 2024
  • The Riyadh MoU will carry out a CIC on lifting appliances. DNV will inform you if/when any details of this campaign are shared by the Riyadh MoU.
  • The Paris MoU is also carrying out so-called Focused Inspection Campaigns (FIC), in addition to the CIC on a specific topic, without prior information published. Until 30 September, a focus is assumed on maintenance of fire doors as mentioned by the Panama Marine Notice MMN-07/2024.
  • The USCG has introduced an Enhanced Examination Pro-gram (EEP) that began on 1 July. Four distinct EEPs will be initiated annually, with a new topic introduced in each EEP. The USCG will not publish any information in advance.

Additionally, please be aware that local inspection campaigns may occur with little advance notice.

Recommendations

  • Check if all required information about working arrangements and payment is up to date and available to crew members.
  • Inform Masters about the planned CIC and which documents are expected to be requested during inspection.
  • Ensure the MLC documents are prominently displayed on board for easy access.
  • Ensure both the Master and the officers are well-acquainted with their respective duties and the supplementary checklist.
  • Evaluate the need to update the SMS.
